  "text": "(This note is not part of the Regulations)\nThese Regulations further amend the Merchant Shipping (Light Dues) Regulations 1990 to provide for an increase in the number of voyages for which light dues are chargeable in the 1991/92 financial year from six to seven, and an increase in the per voyage tariff of about 9.4%. The changes will apply to chargeable voyages occurring in the last seven months of the financial year.",
