  "text": "(This note is not part of the Regulations)\nThese Regulations provide for a decrease of about 10% in the scale of light dues payable under the Merchant Shipping (Mercantile Marine Fund) Act 1898 as set out in the Merchant Shipping (Light Dues) Regulations 1981 (as amended) and revoke previous amending Regulations. The last changes took effect on 1st April and 1st June 1987.",
