  "text": "MERCHANT SHIPPING\nMade 4th March 1992\nLaid before Parliament 10th March 1992\nComing into force 1st April 1992\nThe Secretary of State for Transport, in exercise of powers conferred on him by section 5(2) of the Merchant Shipping (Mercantile Marine Fund) Act 1898 and of all other powers enabling him in that behalf, hereby makes the following Regulations:–",
