  "long_title": "These Regulations amend the Merchant Shipping (Light Dues) Regulations 1990 (as amended). They remove the light dues surcharge for Ro/Ro vessels whose liability for light dues is assessed by reference to a tonnage certificate issued in accordance with the International Convention on Tonnage Measurement of Ships 1969. There are no other changes to the light dues tariff. The last change took effect on 1st April 1993.",
