  "long_title": "These Regulations amend the Merchant Shipping (Light Dues) Regulations 1997 (S.I. 1997/562) . Regulation 2(2)(a) and (c) provide that per voyage payments of general light dues are only to be payable in respect of voyages ending at a port or place in the United Kingdom. Regulation 2(2)(b) reduces the light dues per voyage from 39 to 35 pence per ton. Regulation 2(3) removes the exemption from dues for vessels navigating in ballast. Regulation 3 contains a transitional provision.",
