  "text": "(This note is not part of the Regulations)\nThese Regulations revoke the Merchant Shipping (Merchant Navy Reserve) Regulations 1989 (“the principal Regulations”) (S.I. 1989/662).\nThe Merchant Navy Reserve was formed in 1989 in order to create a pool of ex-Merchant Navy seafarers who would be available if appropriate in the light of the state of international tension and the need to prepare for the defence of the realm. The principal Regulations made certain arrangements for the operation of the Merchant Navy Reserve and made it an offence to contravene the requirements of those Regulations in relation to reporting for duty and subsequent service.\nFollowing a series of Ministry of Defence reviews, the Merchant Navy Reserve scheme was disbanded on 23rd May 2000.",
