  "text": "MERCHANT SHIPPING\nSAFETY\nMade 21st December 1993\nLaid before Parliament 7th January 1994\nComing into force 31st January 1994\nThe Secretary of State for Transport, after consulting the persons referred to in section 22(2) of the Merchant Shipping Act 1979, in exercise of the powers conferred on him by sections 21(1)(a), (b) and (c) and (3) and 22(1) of that Act and of all other powers enabling him in that behalf, hereby makes the following Regulations:—",
