  "heading": "Amendment of Merchant Shipping (Port State Control) Regulations 1995",
  "text": "(1) Regulation 18 (offences) shall be modified as follows.\n(2) In paragraph (2), for sub-paragraphs (a) and (b) there shall be substituted:\n“(a) fails to communicate the necessary information in contravention of regulation 7(3);\n(b) fails to proceed to the nearest appropriate port in accordance with regulation 9(3)(c) or fails to comply with a requirement that any deficiency be rectified within 30 days, as specified in that regulation;\n(c) fails to proceed to the yard specified in regulation 13(1); or\n(d) enters a port in contravention of regulation 7B, 9A(3) or 13(5);”.",
