  "text": "MERCHANT SHIPPING\nMASTERS AND SEAMEN\nMade 2nd February 1979\nLaid before Parliament 8th February 1979\nComing into Operation 1st March 1979\nThe Secretary of State, after consulting with the organisations referred to in section 99(2) of the Merchant Shipping 1970, in exercise of powers conferred by sections 9(d), 62 and 68(2) and (5) of that Act and now vested in him, and of all other powers enabling him in that behalf, hereby makes the following Regulations:—",
