  "text": "MERCHANT SHIPPING\nMade 17th December 2002\nComing into force in accordance with Article 1\nAt the Court at Buckingham Palace, the 17th day of December 2002\nPresent,\nThe Queen’s Most Excellent Majesty in Council\nHer Majesty, in exercise of the powers conferred upon Her by sections 4(1)(a) and 4(3) of the Carriage of Goods by Sea Act 1971 and sections 128(1), 141(1), 147(3) and 315(2) of the Merchant Shipping Act 1995 and all other powers enabling Her in that behalf, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:",
