  "text": "(1) The Merchant Shipping (Seamen’s Documents) Regulations 1987 are amended as follows.\n(2) In regulation 3(2)—\n(a) omit paragraph (a);\n(b) in paragraph (c), after the words “who is a cadet”, insert the words “or who is employed in a fishing vessel”.",
