  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Merchant Shipping (Survey and Certification) Regulations 1995. The principal amendment provides that the Secretary of State may authorise any person as an appropriate Certifying Authority in relation to radio installations for cargo ships. The reference to British Telecom in relation to such surveys is removed.\nThe Regulations make other minor amendments.\nMerchant Shipping Notices may be obtained from Eros Marketing Support Services, Unit B, Imber Court Trading Estate, Orchard Lane, East Molesley, Surrey KT8 0BN, or any Department of Transport Marine Office.",
