  "text": "MERCHANT SHIPPING\nSAFETY\nMade 16th May 2000\nLaid before Parliament 18th May 2000\nComing into force 8th June 2000\nThe Secretary of State for the Environment, Transport and the Regions, after consulting the persons referred to in section 86(4) of the Merchant Shipping Act 1995, in exercise of the powers conferred upon him by sections 85(1)(a) and (b), (3), (5) to (7) and 86(1) of that Act and of all other powers enabling him in that behalf, hereby makes the following Regulations:—",
