  "text": "MERCHANT SHIPPING\nMASTERS AND SEAMEN\nMade 21st March 2000\nLaid before Parliament 22nd March 2000\nComing into force 17th April 2000\nThe Secretary of State for the Environment, Transport and the Regions, after consulting the organisations referred to in section 306(4) of the Merchant Shipping Act 1995, in exercise of the powers conferred by section 47(1)(b), (3) and (4) of that Act and of all other powers enabling him in that behalf, hereby makes the following Regulations:–",
