  "text": "(1) In a case falling within Regulation 2(a), the fee shall be payable at the time when the application for the consent of the Secretary of State under section 58(1) of the Act is made.\n(2) In a case falling within Regulation 2(b), the fee shall be payable at the time when the merger notice is given.\n(3) In a case falling within Regulation 2(c), (d) or (e), the fee shall be payable when the Secretary of State publishes the merger reference or, as the case may be, announces his decision not to make a merger reference.",
