  "text": "For subsection (4) of section 102 (Byelaws), there is substituted—\n“(4) The byelaws which may from time to time be made by the Merseyside Passenger Transport Authority in pursuance of this section may provide for the imposition on summary conviction of a fine not exceeding level 3 on the standard scale for a contravention of any of the byelaws.”.",
