  "text": "This Statutory Instrument has been made in consequence of a defect in SI 1989/2470 and is being issued free of charge to all known recipients of that Statutory Instrument.\nLOCAL GOVERNMENT, ENGLAND AND WALES\nMade 8th January 1990\nLaid before Parliament 9th January 1990\nComing into force 30th January 1990\nThe Secretary of State, in exercise of the powers conferred on him by section 67(3) of the Local Government Act 1985, and of all other powers enabling him in that behalf, hereby makes the following Order:",
