  "long_title": "This Order is made in consequence of defects in the Merseyside Traffic Control System (Revocation) Order 1991. That Order purported to revoke the Merseyside Traffic Control System (Transfer) Order 1988 on 1st April 1991. The revocation provision is amended so that the 1988 Order is amended by the omission of article 3. Furthermore, an article is inserted in the previous Order to make it clear that the functions which were transferred to the Secretary of State by the Merseyside Traffic Control System (Transfer) Order 1986 are transferred to the respective Merseyside local authorities.",
