  "text": "This Statutory Instrument has been made in consequence of a defect in S.I. 1191/516 and is being issued free of charge to all known recipients of that Stautory Instruments.\nROAD TRAFFIC\nMade 22nd March 1991\nComing into force 31st March 1991\nThe Secretary of State for Transport, in exercise of the powers conferred by paragraph 10(7) and (8) of Schedule 5 to the Local Government Act 1985 and all other enabling powers, hereby makes the following Order:–",
