  "text": "In this Order—\n“the 1985 Act” means the Local Government Act 1985;\n“the 1986 Order” means the Merseyside Traffic Control System (Transfer) Order 1986\n“the Council” means Liverpool City Council;\n“operative date” means 1st April 1988;\n“residuary body” means the residuary body established for Merseyside pursuant to section 57 of the 1985 Act;\n“Secretary of State” means the Secretary of State for Transport.",
