  "text": "If in the progress through Parliament of a Bill confirming any scheme certified by the Commissioners a petition is presented to either House of Parliament against the scheme, the Bill, as far as it relates to the scheme petitioned against, may be referred to a select committee, and the petitioner shall be allowed to appear and oppose as in case of a private Bill.",
