  "text": "(1) The Authority shall consist of—\n(a) the Chairman;\n(b) not less than five nor more than ten other members who are not officers of the Authority;\n(c) the chief officer of the Authority; and\n(d) not more than two other members who are officers of the Authority.\n(2) The members mentioned in paragraph (1)(b) above shall include not less than two persons with experience in industry.",
