  "text": "(This note is not part of the Order)\nThis Order establishes a corporation in relation to an area in the Tees Valley Combined Authority, designated as a Mayoral development area. The area is shown bounded externally by the inside edge of the black line of the map.\nThe power to designate and establish the corporation is set out in section 198 of the Localism Act 2011, as modified by Article 4 of, and the Schedule to, the Tees Valley Combined Authority (Functions) Order 2017 (S.I. 2017/250).\nThe corporation for the area is to be called the Middlesbrough Development Corporation (article 3).\nA full impact assessment has not been prepared for this Order as no impact on the private or voluntary sectors is foreseen.",
