  "text": "If an appointing body is satisfied that a member whom they have appointed to the Authority—\n(a) has without the permission of the Authority been absent from the meetings of the Authority—\n(i) during a period when three such meetings have been held; or\n(ii) for a period of three consecutive months;\nwhichever of those periods is the longer; or\n(b) has become bankrupt or made an arrangement with his creditors; or\n(c) is incapacitated by physical or mental illness from discharging the functions of a member; or\n(d) is otherwise unable, unwilling or unfit to discharge the functions of a member;\nthe appointing body may declare his office as a member to be vacant and thereupon his office shall become vacant.",
