      "text": "1985 c. 4. Section 5 defines the Minister. The functions of the Minister of Agriculture, Fisheries and Food were transferred to the Secretary of State by virtue of article 2(2) of S.I. 2002/794. The Secretary of State’s power to make a Scheme which extends to Scotland remains exercisable by virtue of section 57(1) of the Scotland Act 1998 (c. 46)."
