  "heading": "Producers' licences",
  "text": "(1) Subject to the provisions of these Regulations,—\n(a) every producer’s licence shall be granted by the Minister;\n(b) every producer’s licence shall continue in effect until the expiration of the period of three years in which it takes effect, being one of the periods of three years ending with 31st October in 1991 or in any third succeeding year;\n(c) notwithstanding sub-paragraph (b) hereof, a producer’s licence may be granted by the Minister for a temporary purpose for a period not exceeding one month.\n(2) Unless previously revoked, any producer’s licence, other than a licence granted for a temporary purpose, may, on application by the licensed producer, be renewed from time to time by the Minister for a period calculated in the manner set out in this regulation.",
