  "text": "(This note is not part of the Order)\nThis Order which applies only to England and Wales further amends the Milk (Special Designation) Regulations 1989 as previously amended by the Food Safety Act 1990 (Consequential Modifications) (England and Wales) Order 1990. By virtue of article 13 of that Order, restrictions on the sale of milk without correct use of a special designation and on use of a special designation without a licence authorising such use, previously in the Food Act 1984, were inserted in the 1989 Regulations but the provision for offence of breach of those restrictions was omitted. This Order inserts the offence provision.",
