  "text": "Time periods will be calculated from the day after the Arbitrator is appointed which shall be either:\n(a) the date the Arbitrator notifies the parties in writing of his/her acceptance of an appointment by agreement of the parties; or\n(b) the date the Arbitrator is appointed by the Secretary of State.",
