  "text": "(This note is not part of the Order)\nThis Order reduces the number of members to be appointed to the Millennium Commission (established under section 40 of the National Lottery etc. Act 1993) from eight to seven. The Order also reduces the number of members who must be Ministers of the Crown from two to one.",
