  "text": "In section 1, “qualifying individual” means an individual, including a deceased individual, who—\n(a) was a miner,\n(b) was, at the time of the commission of the offence, a member of the same household as a miner, or\n(c) was, at the time of the commission of the offence—\n(i) a parent of a miner,\n(ii) a child of a miner, or\n(iii) a sibling of a miner.",
