  "text": "Before an owner of a mine or quarry with which is associated a tip to which Part I of the 1969 Act applies parts with the exclusive occupation of the whole of the premises on which the tip is situated, he shall send to the inspector for the district all such plans, drawings, sections, reports and records relating to the tip as are referred to in regulation 24 or an accurate copy thereof.",
