The Secretary of State, in exercise of the powers conferred on him by section 22(1) of, and paragraph 2(1), (2), (3), (4), (5), (6), (7,) (8) and (11) and paragraph 5(1) and (2) of Schedule 5 to, the Coal Industry Act 1994^f1 and of all other enabling powers, after consulting, in accordance with paragraph 2(13) of Schedule 5 to that Act, with the British Coal Corporation and the trustees of the Mineworkers' Pension Scheme, hereby makes the following Regulations—
