  "text": "(1) In every shaft provided with a cage which is used for raising or lowering persons keps for supporting the cage when at rest shall be provided at the highest landing to which the cage is raised, may be provided at the lowest entrance to the shaft but shall not be provided at any intermediate entrance thereto.\n(2) Keps shall be used when persons are entering or leaving a cage at a place at which they are provided.",
