  "text": "Any gantry or platform (other than a temporary wheeling plank) shall be securely fenced on any open side if it would otherwise be dangerous to persons working on or passing along it, and any such gantry or platform shall be provided with a continuous skirting board not less than nine inches high on any open side.",
