  "text": "In this Order—\n“Authority” means the Montrose Port Authority;\n“harbour” has the same meaning as in article 2 of the Montrose Harbour Revision Order 1991;\n“the harbour undertaking” means the undertaking of the Authority as from time to time authorised;\n“level of high water” means the level of mean high-water springs.",
