Article 30 Boarding of vessels and vehicles
Any duly authorised officer of the Authority may enter and inspect a vessel or vehicle in the port, subject to producing their authority where requested—
for the purposes of any enactment relating to the Authority, byelaw or general direction of the Authority including its enforcement, or
to prevent or extinguish fire.
Such advance notice as is reasonably practicable in the circumstances must be given to the owner or master of the vessel or the owner of the vehicle before a duly authorised officer of the Authority enters and inspects a vessel or vehicle under paragraph (1) except—
in an emergency, or
where the giving of advance notice would obstruct the purpose of exercising the power.
If the owner or master of the vessel or the owner of the vehicle cannot be identified after reasonable enquiries have been made, notice may be given by affixing it to the vessel or vehicle.
