  "text": "No member of the Legislative Count shall be permitted to take part in the proceedings of the Council (other than proceedings necessary for the purposes of this section) until he has made and subscribed before the Council an oath or affirmation of allegiance in the form set out in the Schedule to this Constitution:\nProvided that the election of a Speaker and Deputy Speaker may take place before the members of the Council have made such oath or affirmation.",
