  "text": "CIVIL AVIATION\nLaid before Parliament in draft\nMade 13th April 1981\nComing into Operation 1st May 1981\nAt the Court at Windsor Castle, the 13th day of April 1981\nPresent,\nThe Queen's Most Excellent Majesty in Council\nWhereas a draft of this Order has been laid before and approved by a resolution of each House of Parliament, in accordance with section 18(3) of the Civil Aviation Act 1968:\nNow, therefore, Her Majesty, in exercise of the powers conferred upon Her by section 16 of the Civil Aviation Act 1968 and of all other powers enabling Her in that behalf, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:—",
