  "text": "So far as any requirement is imposed by virtue of these Regulations, that requirement is imposed in exercise of the powers conferred by sections 30 and 63 of the Clean Air Act 1993 to the exclusion of the powers conferred by section 2(2) of the European Communities Act 1972.",
