"text": "(This note is not part of the Order)\nPart I of the Vehicles (Crime) Act 2001 introduces powers to regulate the motor salvage industry and require motor salvage operators to register with local authorities. Section 3 of the Act deals with application for registration and renewal of registration. The application must be made in accordance with requirements prescribed in the Motor Salvage Operators Regulations (S.I. 2002/1916).\nWhen an application is received the local authority must satisfy itself that the applicant is a fit and proper person to carry on business as a motor salvage operator. In deciding whether it is so satisfied the local authority must have particular regard to whether the applicant has been convicted of any offences of a description specified by the Secretary of State. This Order specifies the offences.",
