  "text": "ROAD TRAFFIC\nMade 13th January 2004\nLaid before Parliament 22nd January 2004\nComing into force 16th February 2004\nThe Secretary of State for Transport, being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 for the regulation of the type, description, construction or equipment of vehicles, and of components of vehicles, and in particular any vehicle type approval scheme, in exercise of the powers conferred by that section enabling him in that behalf, hereby makes the following Regulations:",
