  "heading": "Application of Part III",
  "text": "(1) This Part of these Regulations applies to every motor vehicle which—\n(a) is a vehicle to which the 1982 Regulations apply or to which those Regulations would apply but for regulation 3(2)(q) or (r) of those Regulations;\n(b) has a maximum gross weight not exceeding 3.5 tonnes; and\n(c) meets the requirements of paragraph 1,2 or 3 of Schedule 1 to these Regulations.\n(2) In these Regulations, “relevant goods vehicle” means a goods vehicle to which this Part of these Regulations apply.",
