  "text": "Those requirements are that—\n(a) the application has either not been finally disposed of or has been granted (whether on appeal or otherwise);\n(b) the application has been refused, the period of three months beginning with the date of the refusal has not expired and no further application has been made by the same applicant in respect of the vehicle;\n(c) the application has been refused, a further application under regulation 7 has been made by the same applicant in respect of the vehicle within the period of three months beginning with the date of the refusal and that further application has either not been finally disposed of or has been granted (whether on appeal or otherwise).",
