  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Motor Vehicles (Driving Licences) (Amendment) Regulations 1990 and the Motor Vehicles (Driving Licences) Regulations 1987.\nThey defer to 1st April 1991 from 1st January 1991 the coming into force of certain provisions of the 1990 Regulations which would be required on the bringing into force of the provisions of the Road Traffic (Driver Licensing and Information Systems) Act 1989 (c. 22) (provision in sections 1(1) and 2(1) and related repeals) which are now to come into force on 1st April 1991. Those provisions replace the provision for separate licensing of drivers of heavy goods vehicles (Part IV of the Road Traffic Act 1988) and of drivers of public service vehicles (section 22 of the Public Passenger Vehicles Act 1981 (c. 14)) by licences for the drivers of large goods vehicles and passenger-carrying vehicles (as defined in a new Part IV of the Road Traffic Act 1988 in Schedule 2 to the 1989 Act) to be granted as licences under Part III of the 1988 Act.",
