  "text": "ROAD TRAFFIC\nMade 3rd April 1990\nLaid before Parliament 9th April 1990\nComing into force\nFor the purposes of regulations 6 and 9 30th April 1990\nFor all purposes except for those of regulations 3(c), 5(b), 6 and 9 1st June 1990\nFor the purposes of regulations 3(c) and 5(b) 1st January 1991\nThe Secretary of State for Transport, in exercise of the powers conferred by sections 88(5) and (6), 89(3), (6) and (7), 94(4), 97(1) and (3), 98(4), 99(2), 105 and 108(1) of the Road Traffic Act 1988, and of all other enabling powers, and after consultation with representative organisations in accordance with section 195(2) of that Act, and with the approval of the Treasury, hereby makes the following Regulations:",
