  "text": "ROAD TRAFFIC\nMade 18th December 1996\nLaid before Parliament 19th December 1996\nComing into force 1st January 1997\nThe Secretary of State for Transport, in exercise of the powers conferred by sections 105(1) and (2) and 108(1) of the Road Traffic Act 1988, after consulting with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations—",
