  "text": "(This note is not part of the Regulations)\nThese regulations amend regulation 70 of the Motor Vehicles (Driving Licences) Regulations 1996 which enacts transitional arrangements consequent upon the change in the classification of vehicles on 1st January 1997.\nThey extend the classes of vehicle which the holder of a licence authorising, on 31st December 1996, the driving of vehicles in category D otherwise than for hire or reward may drive. From 1st January 1997 the classes include vehicles in category D which are driven under a permit granted under section 19 of the Transport Act 1985 (use of buses for purposes of educational, religious and other bodies).",
