  "text": "ROAD TRAFFIC\nMade 8th January 1998\nLaid before Parliament 9th January 1998\nComing into force\nexcept for regulations 11 and 20 31st January 1998\nregulations 11 and 20 1st April 1998\nThe Secretary of State for Transport, in exercise of the powers conferred by sections 88(5) and (6), 89(3), (5) and (7), 97(3) and (3A), 101(2) and (3), 105, 108(1), 114(1), 115(1) and (3), 115A(1), 117(1) and (2A), 120 and 192(1) of the Road Traffic Act 1988, after consulting with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:—",
