  "text": "ROAD TRAFFIC\nMade 3rd November 2002\nLaid before Parliament 6th November 2002\nComing into force 27th November 2002\nThe Secretary of State for Transport, being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 for the regulation of the type, description, construction or equipment of vehicles, and of components of vehicles, and in particular any vehicle type approval scheme, in exercise of the powers enabling him in that behalf, hereby makes the following Regulations:",
