  "text": "ROAD TRAFFIC\nMade 27th September 1983\nLaid before Parliament 10th October 1983\nComing into Operation 1st November 1983\nThe Secretary of State for Transport, in exercise of the powers conferred by section 43(2) and (6) of the Road Traffic Act 1972 and now vested in him, and of all other enabling powers, and after consultation with representative organisations in accordance with the provisions of section 199(2) of that Act, hereby makes the following Regulations:—",
